Google Council Bluffs dates back to 2014, but our analysis focuses on the buildings added to the east since 2024, which are likely to have most of the AI compute. These buildings are similar to other Google data centers like New Albany and Omaha. We estimate the power capacity based on our cooling tower model. The compute capacity is based on this power capacity, and the energy efficiency of Google TPU chips that are available when each building becomes operational.
